Pollution Prevention Unit works with metal finishers

In environmental management, pollution prevention techniques are promoted more with education than with regulation. Furthermore, all sectors—including government and industry - have information and ideas that can lead to successes in pollution prevention.

Sandy Vincent of Thomas & Betts Corporation, Horseheads, NY, explains the ion exchange unit's controls to Laurie Rizzo of the NYSDEC Pollution Prevention Unit.

To gather information about P2 techniques related to metal finishing, the NYSDEC Pollution Prevention Unit staff visited several plating and other metal finishing facilities across New York State during 2000. The visits gave NYSDEC staff an opportunity to speak with industry representatives about pollution prevention measures taken at their facilities. Their input has helped NYSDEC staff develop an outreach program consisting of industry workshops and manuals for metal finishers.

Meeting industry

Pollution Prevention staff held four workshops for metal finishers during Spring 2000. The workshops were held in Queens, Stony Brook, New Paltz and Rochester. The half-day workshops included sessions on compliance with current regulations, an overview of the NYS Strategic Goals Program (SGP), local facility success stories, pollution prevention measures, and technical and financial assistance available for metal finishers.

Eighty individuals attended the workshops. The attendees' evaluations of the workshops were very favorable. Many requested more information on new and innovative P2 technologies and opportunities. Four additional workshops, at different locations across the State, are planned for March 2001.

Manuals

Pollution Prevention staff developed two manuals for the metal finishing industry:

  • Environmental Self-Assessment for the Metal Finishing Industry
  • Environmental Compliance/Pollution Prevention Guide for the Metal Finishing Industry.

Before the documents were published, trade industry representatives provided invaluable input and editing.

The Self-Assessment manual is designed to be a quick and easy summary checklist of pollution prevention measures for the metal finishing industry. It also features specific pollution prevention measures and success stories from metal finishing facilities across the state.

Checklists in NYSDEC's environmental self-assessment for the metal finishing industry:
General pollution prevention measures
General operating procedures
Material handling, inventory control and storage
Spill and leak prevention
Reducing drag-out
Reducing rinsing and water use
Maintenance of bath/chemical solution
Material reuse, recycling and recovery

The Environmental Compliance/Pollution Prevention Guide summarizes the regulations that affect the metal finishing industry. It also presents an overview of the industry, identification of the waste streams that are generated by the industry, and pollution prevention options.

Both manuals include a resource guide that provides up-to-date information and assistance available from NYSDEC; other state, local, and federal agencies; trade organizations; and resources on the Internet. The manuals are being printed and will be available by March 1, 2001.
