Miller to C&S

Douglas A. Miller, PE, joined C&S Engineers at the firm's Syracuse headquarters in January 2002. He will be a managing engineer in the Environmental Services Group. He has 17 years of experience in civil engineering.

Miller is active in the New York Water Environment Association and the American Water Works Association. He serves as chairman for the Town of Pompey Planning Board and is involved in the New York State Planning Federation. Miller is also involved in marketing for the New York Indoor Environmental Air Quality Center and is a graduate of the 2001 “Leadership Greater Syracuse” program. He was recently recognized as a young leader in Central New York with his designation as one of “40 under 40.”

CMOM specialist joins Hazen and Sawyer

Hazen and Sawyer, Environmental Engineers & Scientists, announces that Kimberly Davis has joined the firm's Fairfax, Virginia office, as a senior principal scientist. Davis is an infrastructure planner and wet-weather specialist. She heads up services in response to USEPA's proposed Capacity, Management, Operations, and Maintenance (CMOM) program.

Davis currently serves as deputy project manager for the Fairfax County CMOM Program—one of the first such programs in the U.S. She has a master's degree in infrastructure planning from New York University and has over 20 years of experience.

Koester adds John D. O'Connell, III

Canastota-based Koester Associates announces the addition of John D. O'Connell, III as Parts and Service Manager. Koester is a manufacturer's representative for drinking water and wastewater treatment and pumping equipment.

O'Connell has over 25 years of experience in municipal and private sector management, operations, and maintenance. He is a NYSDEC-licensed drinking water and wastewater operator (Grades 2B and 3A, respectively). He is also a director of the New York State Rural Water Association.

The Parts and Service team provides technical support, replacement parts, on-site service, maintenance contracts, and facility operations to municipalities and industrial facilities across New York State.

Conservation program pays farmers

The Skaneateles Lake watershed, critical to the quality of water for the City of Syracuse, will benefit from the Conservation Reserve Enhancement Program (CREP), a partnership between the Farm Service Agency (U.S. Department of Agriculture) and the City of Syracuse. CREP pays farmers to plant buffer strips along the watershed's cropland. The program is funded with $900,000 from the federal government and $250,000 from the City.

CREP is a voluntary program. Farmers enroll in 10- to 15-yr contracts and are paid to remove from production up to 1000 acres of cropland or marginal pastureland surrounding Skaneateles Lake and its tributaries. On that reserved land, the farmer plants grasses, trees, and shrubs to reduce soil erosion and runoff. A properly installed buffer should reduce nutrients, pesticides, pathogens, and sediment from entering the lake.

Gartner and Jones MacCrea

Gartner Equipment Co., Inc., a Pump Distributor serving New York State for 43 years, has announced the purchase of assets of Jones MacCrea Inc., except the RBC Side Car Aeration Systems.

Gartner Equipment of Syracuse, New York has acquired representation rights in New York State north of New York City for Chicago Pump, Morris Pumps, and Yeomans Pump. This expands Gartner's pump offering in the municipal, industrial, and commercial markets. These lines add to the fluid and air handling systems currently distributed by Gartner.

Jim Borski, former Jones MacCrea Pump Sales Manager, will join Gartner Equipment Co., Inc. as a Pump Product Manager to service customers.
